Congo rebels extend stay in Goma

GOMA, Congo (AP) ? Rebels in Congo believed to be backed by Rwanda postponed their departure Friday from the key eastern city of Goma for at least 48 hours for "logistical reasons," defying for a second time an ultimatum set by neighboring African countries and backed by Western diplomats.

The delay raises the possibility that the M23 rebels don't intend to leave the city they seized last week, giving credence to a United Nations Group of Experts report which argues that neighboring Rwanda is using the rebels as a proxy to annex territory in mineral-rich eastern Congo.

"We will be out of Goma on Sunday, and will go back to our initial positions in Kibumba," M23 rebel spokesman Lt. Col. Vianney Kazarama said, referring to a town 25 kilometers (15 miles) north of Goma.

Later in the day, however, the military chief of the rebels, Gen. Sultani Makenga said that U.N. peacekeepers were hampering their movements, and that this could extend their withdrawal timeline even further.

"The (U.N.) is blocking us. They are not letting us organize ourselves logistically and letting us reach our ammunitions. This could change everything, we will not leave until this is solved. It depends on the MONUSCO now," he said, using the acronym for the U.N. peacekeeping mission in Congo.

The regional bloc representing the nations bordering Congo had issued a Friday deadline for the M23 fighters to retreat, after the rebels had thumbed their nose at an earlier ultimatum. Kazarama's announcement suggests the rebels are dragging their feet. But their retreat was visible in the town of Sake, some 30 kilometers (18 miles) west of Goma, where reporters saw a 2-kilometer (1.2-mile) long column of M23 soldiers move out. The agreement brokered by neighboring nations had called for the rebels to leave the region of Masisi, the last area that the fighters took last week, retreating first to Sake, then to Goma, and then to a position 20 kilometers (12 miles) north of Goma.

The column of soldiers was at least 1,000-deep. They carried their weapons, including mortar launchers on their heads and rocket-propelled grenades on their backs. They walked in an orderly fashion. All in silence. The people of Sake stood to the side watching, not clapping, nor shouting.

The M23 rebels are widely believed to be supported by Rwanda, which according to the U.N. report, has provided them with battalions of soldiers, arms and financing. Congo, an enormous, sprawling Central African nation, has twice been at war with its much smaller but more affluent and better organized neighbor.

The eight-month-old M23 rebellion is led by fighters from a now-defunct rebel group, who agreed to lay down their arms on March 23, 2009, in return for being allowed to join the ranks of the Congolese army. M23 takes its name from the date of that accord, and the rebellion began in April, when hundreds of soldiers defected from the military, saying that they were not well paid and were marginalized within the army.

But most analysts believe the origin of the rebellion is a fight over Congo's vast mineral wealth, a good chunk of which is found in the North Kivu province where Goma is the capital. Starting in April, the fighters seized a series of small towns and villages in North Kivu, culminating with the capture on Nov. 20 of Goma, a population hub of 1 million and a key, mineral trading post.

In a sign of how confused the situation remained on Friday in Goma, a barge carrying around 280 Congolese policemen arrived at the city's port on the banks of Lake Kivu. The policemen had fled when the rebels took the city, and were returning to resume control on Friday, as had been agreed by the regional bloc.

The accord called for M23 to hold a ceremony to officially hand back the city, but as the rebels have not yet left Goma, the barge arrived and no one could decide what to do with the police. The officers remained in the boat as their superiors attempted to negotiate with the M23 occupiers.

Jean-Marie Musafari, police spokesman in Goma, explained that the police were coming to fill the security vacuum that was supposed to have been created by M23's withdrawal. "They are Goma policemen who fled the fighting. They are loyal to the government. We are finishing a meeting to determine what they will do," he explained.

But by evening, the officers were still on the barge, waiting for orders. The policemen were hungry and bored, some had fallen asleep and others were impatient. "We can't spend the night here," said Capt. Bradoc Aoshi.

Although discreet, the M23 presence in Goma was still noticeable Friday. Political officers of the movement were going about their business Friday morning, giving no sign of packing up to leave the city.

"We are leaving Goma to give a chance to peace and to make (Congolese President Joseph) Kabila assume his responsibilities," assured Stanislas Baleke, an M23 political cadre.

Although several U.N. reports have clearly indicated Rwanda's role in propping up the rebels, the U.S. and others have so far not publicly called out Rwanda, with U.S. Secretary of State Clinton sidestepping a question on the issue at a press conference this week.

But on Friday the British government announced that it will not release its next payment of budget support to Rwanda. United Kingdom International Development Secretary Justine Greening said that the >21 million ($33.7 million) of general budget support, which was due in December, is not being disbursed as a result of Rwanda's role in the conflict in Congo.

"The government has already set out its concerns over credible and compelling reports of Rwandan involvement with M23 in DRC. This evidence constitutes a breach of (our) partnership principles," he said, "And as a result I have decided not to release the next payment of budget support to Rwanda."

India growth at 5.3 pct, stuck at 3-yr low

MUMBAI, India (AP) ? India's economy grew 5.3 percent in the September quarter, government data showed Friday, stuck at its lowest levels in three years as New Delhi struggles to enact reforms to kick-start investment and growth.

The number was in line with expectations.

Slowing growth complicates New Delhi's efforts to create jobs for its exploding youth population and balance the budget, while paying for costly social programs in advance of national elections in 2014.

India's economy grew 5.5 percent during the June quarter, after expanding by 5.3 percent in the March quarter. This is the slowest pace since the global recession, which dragged India's economic growth down to 3.5 percent for the January-March quarter of 2009.

"Our expectation is that there will be a pickup in the second half," C. Rangarajan, chairman of the Prime Minister's Economic Advisory Council, told CNBC-TV18. "We should be able to have a growth rate of 5.5 percent or a little above that for the year as a whole."

Scolari to lead Brazil through 2014 World Cup

SAO PAULO (AP) ? Luiz Felipe Scolari is back in charge of Brazil's national soccer team, and he said Thursday he knows that anything but a sixth World Cup title at the 2014 tournament will be considered a failure.

The Brazilian soccer federation hired Scolari to lead Brazil through the World Cup, marking his return 10 years after leading the team to the 2002 World Cup title. He replaces Mano Menezes, who was fired last week because the federation didn't like his methods.

"It needs to be clear to all Brazilians: We have the obligation to win the title. We will be playing in front of our fans," Scolari said. "We are not the favorites right now, but we will work hard to make sure that we are during the tournament.

"A country with five world titles will not play hoping to finish second, third or fourth."

The former Chelsea and Portugal coach, who has been without a job since leaving Brazilian club Palmeiras, led Brazil to its fifth World Cup title at the 2002 tournament in South Korea and Japan.

"It's with great satisfaction that I return to work for Brazil in a great project like this, ahead of the 2014 World Cup," Scolari said.

Fans called for the popular Scolari's return after the much-criticized Menezes left, chanting his name in recent matches the national team played in Brazil.

"We made this decision thinking on what is best for Brazilian football, thinking about the fans," Brazilian federation president Jose Maria Marin said. "We are putting the fate of the national team in competent hands ahead of next year's Confederations Cup and the World Cup, which is our main objective."

The announcement gives Brazil a coach ahead of the Confederations Cup draw on Saturday, when the hosts will find out the team it will play the opener in June.

The federation also announced Thursday that Carlos Alberto Parreira, who led Brazil to the 1994 World Cup title in the United States, will be the national team's coordinator. Parreira also coached Brazil in the 2006 World Cup in Germany.

"We are here to help and to give our support," Parreira said. "There is only one goal, which is to win the World Cup. Nobody can even think about Brazil not winning the World Cup at home."

The duo will lead a team with few experienced players but filled with young, promising stars such as Neymar, Oscar and Lucas.

"I wish a lot of luck to my friend Parreira and to Felipao," former Brazil striker Romario said. "We know that now we will have the best players picked for the team."

The 64-year-old Scolari had said his goal was to end his career by coaching a national team during the World Cup in Brazil.

I must change the windows of my home. My old windows aren't bad looking. But although they go well with the house and I still like them, they are lacking the much needed energy efficiency. Heating and cooling my home takes five times longer than it is supposed to. I talked to the contractor that I always use, and after inspecting them, he told me that is time for windows upgrade. Because I really like the window design I have, I went in search for the similar window style only with a better energy efficiency index. I found something that looks promising at the Nitro Windows store my next door neighbor suggested. I?ll see soon enough how they will do.?

Clinton flies to Mideast on Gaza peace mission

NBC's Chuck Todd reports on new developments in the Gaza-Israel conflict in the last 24 hours, as Secretary of State Hillary Clinton heads to Israel, the West Bank and Egypt in an effort to promote a cease-fire.

Updated at 10:15 a.m. ET: Secretary of State Hillary Clinton was heading to the Middle East Tuesday for urgent talks with Israeli and Palestinian officials in a bid to end the deadly Gaza crisis, as the United Nations warned against a possible Israeli ground invasion.

A U.S. official stressed to NBC News that Clinton would not meet with representatives of Hamas, which controls the Gaza Strip, largely because of its failure to renounce terrorism and recognize Israel's right to exist.

Israel Defense Forces continued airstrikes overnight, while it said 39 rockets fired from Gaza hit Israel Tuesday in a message on its Twitter account.

Since Israel launched its military campaign seven days ago in response to rocket fire, more than 100 people in Gaza and three people in Israel have been killed.

On Tuesday, Mohammed Deif, the new leader of Hamas' military wing, said that the movement was ready to fight and would not back down from its efforts to liberate Palestine.

Despite talks of a truce, Israeli airstrikes on Gaza continue, with a Hamas-linked bank being hit overnight along with 10 homes of alleged Palestinian militants. NBC's Richard Engel reports.

He was speaking in his first audio recording since the group?s previous top military commander, Ahmed Jabari, was killed in an Israeli airstrike last Wednesday. Deif, who has survived several assassination attempts in the past, called for Hamas? supporters to remain steadfast.?

Hint of a truce
Internationally, the main focus was on stopping the violence, and?Egyptian President Mohammed Morsi hinted at a possible breakthrough Tuesday.

Speaking at his sister's funeral in Egypt, Morsi?said the "aggression on Gaza" would end Tuesday.

He?made the apparently off-the-cuff comments in front of mourners who had come to pay their respects, but did not elaborate. Several journalists traveling with Morsi confirmed he made the remark.

President Barack Obama, who was in Cambodia for a summit of Asia leaders with Clinton, spoke on the phone with Netanyahu and Morsi until 2:30 a.m. Tuesday Cambodia time (2:30 p.m. ET Monday) as diplomats in Cairo tried to work out a cease-fire agreement overnight.

White House aides admitted that while talks were not at a stalemate, they believe the negotiations need a nudge that Clinton's presence would hopefully provide.?

However, they said they were still working on what any "de-escalation" of the crisis would look like.

Clinton flew out from Phnom Penh in Cambodia early Tuesday and was due to arrive in Israel Tuesday night.

She will meet Netanyahu in Jerusalem and then Palestinian officials in Ramallah before heading to Cairo, the White House spokesman said in a briefing to NBC News and other reporters in Cambodia.

White House deputy national security adviser Ben Rhodes told reporters that the message of Clinton?s trip will be that it is in nobody's interest for there to be an escalation of military conflict in Gaza, Reuters reported.

Clinton will stress the U.S. interest in an outcome that can lead to improved conditions and reopen a path toward the aspiration of two states, living side by side in peace and security, NBC News reported.

Rhodes was emphatic that Clinton would not meet with representatives of Hamas, which controls the Gaza Strip ? the source of the rocket fire that prompted Israel to launch its airstrike campaign.

It is U.S. policy not to engage directly with Hamas because it does not meet conditions to renounce terrorism and abide by preexisting agreements.

?The United States does not engage directly with Hamas. Hamas has not met the conditions that we?ve set for many years: to renounce terrorism, to recognize Israel?s right to exist and to abide by pre-existing agreements,? Rhodes said forcefully.

Two sides exchange deadly airstrikes, rocket attacks.

'Difficult' situation
However it is unclear how much influence the president or Clinton can have on the situation.

?She is going to go out there to be in the region to have direct, face-to-face discussions with those leaders,? Rhodes said. ?I don?t want to predict exactly what the outcome of those discussions will be. We all know how difficult this situation is.??

The White House thinks the leaders who are heavily involved in the region ?understand what the best outcome is,? Rhodes added, but that a peaceful goal is only achievable ?if Hamas takes action to stop what they?ve been doing.?

The Israel Defense Forces said on its Twitter account that an IDF soldier was ?moderately wounded? in a rocket attack in southern Israel early Tuesday. In another message at about 9:20 a.m. ET, it said five other IDF soldiers had been injured in a separate incident.

An Israeli air strike on two cars in the Gaza Strip killed six Palestinians Tuesday, while two children died in an attack in the north of the territory, local residents and medics told Reuters.?

Diplomats in Cairo have been trying to work out a cease-fire agreement; both sides say they are in favor of one, but the fighting has continued.

United Nations Secretary-General Ban Ki-moon called Tuesday for an immediate cease-fire in Gaza and said a threatened Israeli ground operation in the Palestinian enclave would be a ?dangerous escalation? that must be avoided.

Ban was speaking at a news conference in Cairo after talks with Arab League chief Nabil Elaraby. He was due to travel to Israel later for talks with Netanyahu.

Elaraby and the foreign ministers of Turkey, Egypt, Lebanon, Tunisia and Sudan later traveled from Egypt to Gaza in an unprecedented move designed to show solidarity with the Palestinians, NBC News reported.

Meanwhile, a man was arrested after he stabbed a security guard Tuesday at the U.S. Embassy in Tel Aviv, a police spokesman told Reuters.?

The spokesman said the guard opened fire during the attack.

Israel Radio said the attacker, who police said was armed with a knife and an ax, was wounded.?
